Milling: Madras HC summons three top bureaucrats

Just adding another layer of tar without scraping or milling plays havoc with road height and buildings find themselves going below road level overnight. Turning its attention to this civic menace, the Madras high court on Wednesday flayed officials and summoned three top secretaries of the Tamil Nadu government to appear in court on February 28 and explain the disobedience.
