Quarantine rule being neglected for int'l fliers?

Amid a rapid spread of Covid-19 across the state, Telangana seems to have given the mandatory quarantine rule for all arriving international passengers a quiet burial. While the rule book makes it compulsory for these passengers to spend seven days in institutional quarantine followed by seven days of self isolation at home, many are being allowed to walk straight out of the Hyderabad airport.
