Home delivery of alcohol in Delhi: More clarity needed

The L13 and 13F licences for home delivery of alcohol were incorporated in Delhi Excise Rules in 2010. Yet they were never ‘actioned’ by the authorities and remained forgotten to the extent that the excise department’s website, in its list of licences, leaps from licence 12 to 14 without a mention of 13.
