Mum: Bldr fined Rs 21L for delayed possession of flat

Bringing to book a builder for delayed possession of a redeveloped 720 sqft Mulund (E) flat that caused severe hardship to a couple for almost a decade, the state consumer commission has directed him to pay them around Rs 19.50 lakh compensation.
