Man with 'Kiran I love u' tattoo drowns at underpass; storm toll 3

The notorious railway underpass at Pul Prahladpur in southeast Delhi claimed another life on Monday when an identified man drowned in the waterlogged stretch, taking the death toll in the "severe" thunderstorm to three. This is the second drowning death at the underpass in less than a year.
