Enforcement of rear seat belt remains a loose end

This year, Delhi Traffic Police hasn't booked anyone for not using the rear seat belt though 43 individuals were hauled up last year. The Motor Vehicles Act has a provision to penalise people not using the rear seat belt, but this has rarely been enforced.
