Arvinder Singh Lovely returns as Congress Delhi unit chief

Congress on Thursday appointed former Delhi minister Arvinder Singh Lovely as president of its state unit. He replaced former MLA Chaudhary Anil Kumar, who remained on the post for more than three years.
